POSITION PURPOSE:

Serves as a member of the center's administrative team and assists the director with organizing, managing, and evaluating all programs and classrooms at the Early Learning Center. Provides instructional coaching and feedback and assists with supervising all professional, paraprofessional, clerical, custodial, and other personnel located at the Early Learning Center. Collaborates with the director to establish and implement services that are aligned with district expectations and support department and Wake County Public School System's (WCPSS) goals/strategic plans.

MINIMUM QUALIFICATIONS:

  • Comprehensive knowledge of theory and practice of early childhood;
  • Comprehensive knowledge of policies, procedures, programs, plans, and organizational relationships of the school system;
  • Considerable knowledge of Microsoft Office, specifically, Word and Excel, and PowerPoint; Google Apps;
  • Comprehensive knowledge of special education compliance and procedures including the roles and responsibilities of the Local Education Agency (LEA) representative in IEP processes;
  • Knowledge of supervision responsibilities including certified and classified staff members;
  • Excellent organizational skills;
  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback; can express facts and ideas in an organized manner;
  • Ability to independently resolve problems and to perform effectively in complex work situations;
  • Ability to develop and implement strategic objectives that improve educational outcomes and align with school system mission and goals;
  • Ability to collaborate with and influence others, build trusting relationships, and deliver projects on time and within budget;
  • Ability to coach and mentor employees;
  • Ability to handle highly confidential material;
  • Ability to establish and maintain effective working relationships with school officials, school administrators, teachers, support staff, outside advocacy groups, community members, parents, and vendors, with expertise in consensus building.


EDUCATION, TRAINING, AND EXPERIENCE
  • Master's degree in education, administration, or related area;
  • Four years of successful teaching experience;
  • Experience in child development and effective early intervention practices.

CERTIFICATION AND LICENSE REQUIREMENTS
  • Hold or be qualified to hold a North Carolina Professional Educator's License for School Administrator- Principal or Curriculum Instructional Specialist;
  • Must hold and maintain a valid motor vehicle operator's license according to the State of NC requirements.

PREFERRED QUALIFICATIONS:
  • Two years of administrative experience;
  • Experience with childcare licensure;
  • Strong supervision skills;
  • Strong public relations skills.


ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Supports the leadership and coordination of classroom programs and center-wide services, including development, implementation, and evaluation. Ensures compliance with all licensure requirements for classrooms, programs, and staff.
  2. Assists in coordinating services as an integral and aligned part of the WCPSS instructional programs.
  3. Develops, manages, and facilitates support systems and structures for tiered behavior and instruction to meet the academic and social needs of a diverse population.
  4. Assist with aligning and managing personnel and program expenditures to meet program needs and requirements within approved WCPSS budget procedures.
  5. Ensures compliance with all federal, state, and local laws, regulations, and funding requirements. Assists in developing, supporting, and monitoring adherence to childcare licensure standards across center classrooms.
  6. Serves as the Local Education Agency (LEA) representative in IEP meetings, ensuring compliance with federal, state, and district regulations while advocating for appropriate services and supports for students.
  7. Supports the recruitment, hiring, and retention of a diverse and high-quality staff to foster an inclusive and equitable learning environment.
  8. Conducts performance evaluations for center personnel in alignment with district guidelines to support continuous professional growth
  9. Oversees the management of the data collection system that documents, and reports services provided by the center.
  10. Provides coaching and feedback to center staff to support professional growth and enhance instructional practices. Coordinates, supervises, and monitors professional development for center staff.
  11. Oversees and coordinates facility maintenance, renovations, furniture and equipment use, and security of the building and surrounding grounds. Leads the coordination and implementation of emergency management and crisis response procedures for the Center.
  12. Serves as a liaison between the school, families, and the community to encourage active participation in the educational process. With a focus on equity, helps foster a school climate that values and elevates family voice.
  13. Keeps current on the latest trends, developments, childcare licensure, and research in early childhood education, child development, and early intervention.
  14. Coordinates and manages daily transportation logistics to ensure safe and timely arrival and departure of students, including communication with families, drivers, and staff.
  15. Performs other related duties, as assigned.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, students, parents, staff members of external funding agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work frequently requires driving a vehicle.
