WORK WEEK SCHEDULE
Monday-Friday (occasional evenings and weekends) Position is available for a Hybrid Telework workweek
POSITION PURPOSE:
Assists the ESL Director with implementation and oversight of a robust K-12 Language Assistance Program for English Learners (ELs), including required state testing data, English Language Proficiency (ELP) assessments, and compliance with all state and federal requirements for EL learners.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. The position, at times, must be able to come into direct contact with school system staff and staff members of external funding agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force.

POSITION PURPOSE:

MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES
- Extensive knowledge of ESL pedagogy and best practices, as well as understanding of state and federal regulations regarding EL students;
- Considerable knowledge of Microsoft Office, including Word, Excel, and PowerPoint; Google Apps:
- Considerable knowledge of PowerSchool and Every Child Accountability and Tracking System (ECATS);
- Demonstrated leadership and team building skills;
- Effective time management skills;
- Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
- Ability to assess program needs and develop short-term and long-term goals and plans;
- Ability to establish and maintain effective working relationships, and build consensus with district and school administrators, teachers, support staff, central services and parents.
EDUCATION, TRAINING, AND EXPERIENCE
- Master's degree in education from an accredited college or university;
- Five years of experience working in North Carolina public schools;
- Experience developing and implementing educational programs and service for EL students.
CERTIFICATION AND LICENSE REQUIREMENTS
- Must hold or be eligible for a North Carolina Professional Educator's License in teaching English as a Second
Language;
- Must hold or be eligible for a North Carolina Professional Educator's License for School Administrator- Principal or Curriculum & Instruction Supervision.
PREFERRED QUALIFICATIONS:
- Administrative experience with EL programs at a district level.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Assists Director in planning overall budget expenses each fiscal year.
- Assists Director in ensuring compliance with federal, state, and local laws, regulations and policies related to Els.
- Maintains knowledge of current trends, developments, and research in the field of ESL and ELs.
- Assists Director in allocating district ESL teacher months of employment (MOE) each spring, and follows up with Human Resources, as needed to assist with displaced ESL teachers.
- Supports principals in coordination of itinerant ESL teachers.
- Assists school leaders in recruiting and recommending qualified EL candidates, as well as implementing program requirements, including scheduling and high-quality instruction.
- Assists in planning and facilitating professional learning for K-12 ESL teachers, classroom teachers, and administrators.
- Collaborates with district partners and teams to develop and improve local practices.
- Perform other related duties, as assigned.
