WORK WEEK SCHEDULE

Monday-Friday (Occasional evenings and weekends) Position is eligible for hybrid telework.

POSITION PURPOSE:

Serves Wake County Public School System (WCPSS) by leading the Technology Services Division's Project and Change Management Office with the initiation, planning, execution, monitoring, controlling, and closure of enterprise technology projects, directing formal change management processes, while promoting their awareness, status, performance, and quality metrics while building and managing vendor relationships.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
  • Extensive knowledge of information technology and applications, especially those used in a K-12 environment;
  • Comprehensive knowledge of project and change management methodologies, quality assessment and processes, including those of the Project Management Institute (PMI) and ADKAR and Six-Sigma;
  • Considerable knowledge of Microsoft Office, specifically Word, Excel, PowerPoint, Project, SharePoint, OneNote; Office 365, Google Apps; Windows;
  • Proven ability to communicate and visualize technical concepts to non-technical people to enhance understanding and drive decisions that lead to positive outcomes;
  • Proven ability to collaborate, build relationships and influence individuals at all levels (as well as external vendors and service providers);
  • Ability to demonstrate success engaging, leading, and supporting various stakeholders at all levels of the enterprise;
  • Ability to demonstrate experience managing enterprise and school level projects, initiatives, and change;
  • Ability to demonstrate organizational and management abilities;
  • Ability to make independent judgments and to implement creative solutions to problems with minimal supervisory oversight;
  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
  • Ability to establish and maintain effective working relationships with school system staff, external agencies, attorneys, parents, and the public.


EDUCATION, TRAINING, AND EXPERIENCE
  • Bachelor's degree from a regionally accredited college or university in computer science, engineering, business, math, or related field;
  • Four years of demonstrated successful project and change management in a technology setting;
  • Demonstrated leadership experience.


An equivalent combination of relevant education, training, and experience which provides the knowledge, skills, and abilities necessary to successfully meet the essential duties may be considered.

CERTIFICATION AND LICENSE REQUIREMENTS
  • Must hold and maintain a valid vehicle operator's license according to the state of NC requirements and comply with WCPSS hiring requirements.


PREFERRED QUALIFICATIONS:
  • Six-Sigma, PMP, or other project management certification;
  • Experience supporting K-12 learning and teaching.


ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Leads the Technology Services Division's Project Management Office and supervises it's Project Managers with the implementation of enterprise and school level projects and initiatives.
  2. Stays up to date on current trends in project, quality, and process management.
  3. Continuously improves processes and procedures of the Project Management and Change Management Office.
  4. Approves project plans, charters, requirements, and mitigation efforts for technology projects.
  5. Assesses/approves/rejects change requests, monitor change progress, and ensures all changes are documented and follow approved procedures.
  6. Approves meeting notes and project information before they are released.
  7. Maintains dashboards and other information reporting tools for stakeholders and the public.
  8. Collaborates with subject matter experts to ensure that projects are being managed efficiently and effectively, are aligned with the district's strategic plan, and are completed with the highest quality.
  9. Collaboratively builds and maintains an inventory of software applications used within the Technology Services Division of WCPSS.
  10. Creates and implements change management strategies and plans that maximize employee adoption, usage and minimizes resistance.
  11. Manages and explores vendor relationships.
  12. Performs other related duties, as assigned.


WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

This job operates in a professional office environment with occasional visits to server rooms and various school sites within Wake County. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, external agencies, vendors, and contractors. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work requires driving automotive equipment.
