POSITION PURPOSE:

Ensures financial and project compliance for the building program operations within the Wake County Public School System (WCPSS). Knows, interprets and applies specific rules and regulations governing the processing of fiscal documents, maintenance of financial records, and preparation of fiscal reports. Analyzes expenditure data for accuracy and trends. Performs complex analysis and prepare specific reports for management. Provides leadership and supervision for building program accounting staff.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)-
  • Advanced knowledge of generally accepted accounting principles and knowledge of governmental accounting principles;
  • Advanced knowledge of federal, state and local budgeting and finance requirements;
  • Extensive contract and purchasing knowledge;
  • Extensive knowledge of personal computers and related software to include Microsoft Word, Excel, and Power Point; Oracle or other enterprise resource planning (ERP) system; Google Apps;
  • Ability to maintain a highly motivated staff by providing a healthy and safe work environment and by communicating with employees in an honest, fair, and timely manner using sound judgment;
  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure appropriate flow of information, collaborative efforts, and feedback;
  • Ability to establish and maintain effective working relationships with school officials, administrators, teachers, support staff, vendors, and federal and state contacts.


EDUCATION, TRAINING, AND EXPERIENCE
  • Bachelor's degree with major in Accounting, Business Administration or a related field;
  • Five years of accounting, budget, finance, or related experience;
  • Three years of supervisory experience.


CERTIFICATION AND LICENSE REQUIREMENTS
  • Must hold and maintain a valid motor vehicle operator's license according to the State of NC requirements.


PREFERRED QUALIFICATIONS:
  • Project management experience.


ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Supervises building program accounting staff and support program staff in daily fiscal operations.
  2. Provides input in staff selection, placement, development, and training and performance management.
  3. Assists Fiscal Director of Finance in the formulation and administration of policies and procedures for the accounting and auditing functions within the department.
  4. Sets financial deadlines for processing to ensure proper cutoffs of year-end transactions and account for carry forward for facility, design, and construction documents and funding into the new fiscal year.
  5. Reviews project transactions for accuracy, makes corrections, and communicates to building program accounting team.
  6. Reviews contracts, changes orders, and changes proposals for accuracy and compliance with policies.
  7. Evaluates contract costs within the department to make recommendations for increased fiscal efficiency.
  8. Develops appropriation needs from master schedule based upon County's adopted appropriation schedule and in collaboration with senior management.
  9. Reviews précis for WCPSS Board of Education and Wake County Commissioner Board funding approval.
  10. Provides monthly financial budget summary reports of projects to senior management.
  11. Provides quarterly financial measurements reports to senior management and WCPSS Board of Education.
  12. Provides training to accounting staff and project managers on fiscal processes, as needed.
  13. Meets regularly with department leadership to report and discuss current departmental financial status and to provide input for planning based on identified trends and/or changes over time.
  14. Performs other tasks and assume other responsibilities, as assigned.


WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, staff members of external funding agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work frequently requires driving automotive equipment.
