POSITION PURPOSE:
Performs technical accounting work; assists in planning, organizing, coordinating and directing the financial activities of the accounting department.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
EDUCATION, TRAINING, AND EXPERIENCE
Bachelor's degree in business, accounting, or related field; AND
Three years of experience and demonstrated leadership in related field; OR
An equivalent combination of education and relevant experience sufficient to successfully perform the essential duties of the job.

This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, students, parents, external agencies, vendors, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force.

- Considerable knowledge of generally accepted accounting practices and principles;
- Considerable knowledge of federal, state, and local budgeting and finance requirements;
- Considerable knowledge of Microsoft Office, specifically Word and Excel; Google Apps;
- Strong skills in budget, purchasing, and procurement procedures;
- Critical thinking and problem-solving skills;
- Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
- Ability to operate accounting systems for data management, problem resolution, and information research;
- Ability to meet deadlines;
- Ability to proofread documents and prepare clear and comprehensive reports;
- Ability to exercise independent initiative to perform both original and recurring assignments, and exercise judgment in the absence of clear directives;
- Ability to establish and maintain effective working relationships with school system staff, external agencies, vendors, and the community.

- Experience using Oracle financial applications;
- Knowledge of governmental accounting principles.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Supervises the maintenance of various funds and accounts of the school system including planning, assigning, coordinating, and reviewing the work of the subordinate staff.
- Assists Assistant Finance Officer in the formulation and administration of financial policies and procedures.
- Assists Assistant Finance Officer in maintaining, modifying, testing, and implementing accounting systems.
- Prepares or reviews various financial schedules or account analyses necessary for proper monitoring of accounts and for financial reporting.
- Prepares for the annual audit of the comprehensive annual financial report by assisting the Assistant Finance Officer with preparation of various schedules, as required.
- Provides accounting/finance training for schools, budget managers, and other administrative personnel; serves as a point of contact for general finance questions.
- Monitors cash flow in order to obtain the highest return on investments.
- Monitors performance of subordinate staff on a continuing basis, as well as perform formal annual and follow up evaluations; instructs subordinate staff on office procedures, technical accounting and bookkeeping issues, and application of various rules, regulations and accounting procedures.
- Monitors fixed assets and reviews purchase order invoices.
- Performs other related duties, as assigned.
