POSITION PURPOSE:
Advises and collaborates with school-based administrators and district supervisors throughout the process of documenting performance concerns and providing support for improving work performance of employees. Oversees training related to performance, improvement plans, and policy requirements. Also supports supervisors and employees with complex leave issues and excessive absences.

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff and staff members. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work involves driving automotive equipment.

MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
- Extensive knowledge of laws, policies, and procedures related to public school employee performance and evaluation;
- Extensive knowledge of the North Carolina Educator Effectiveness System (NCEES) and the overall evaluation process of professional staff;
- Extensive knowledge of the evaluation process of classified staff;
- Considerable knowledge of Microsoft Office, specifically Word, Excel, PowerPoint, and Access; Google Apps;
- Considerable knowledge of laws, policies, and procedures related to public school employee performance and conduct;
- Considerable knowledge of laws relating to employment, including the Family Medical Leave Act (FMLA), the Fair Labor Standards Act (FLSA), and the Americans with Disabilities Act (ADA);
- Effective critical thinking and problem-solving skills;
- Ability to mediate and resolve conflicts;
- Ability to respond quickly to multiple and varied activities, and plan, and manage projects within time constraints;
- Ability to maintain the confidentiality of very sensitive matters and information;
- Ability to analyze facts and present recommendations;
- Ability to handle difficult situations firmly, courteously, tactfully, and impartially;
- Ability to work independently without close supervision, but also function as a member of a team;
- Ability to complete complex tasks and minimize errors with attention to detail;
- Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;

EDUCATION, TRAINING, AND EXPERIENCE
- Bachelor's degree from an accredited college or university in Business, Education, Human Resources Management, or a related field; AND
- Five years of experience providing support for employee performance improvement; AND
- Demonstrated successful experience using NCEES, including the online portal; OR
- An equivalent combination of applicable education, training, and experience which provide the knowledge, skills, and abilities necessary to perform effectively in the position may be considered.
CERTIFICATION AND LICENSE REQUIREMENTS
- Hold or be qualified to hold a North Carolina Professional Educator's License;
- Must hold and maintain a valid motor vehicle operator's license according to the State of North Carolina requirements.
PREFERRED QUALIFICATIONS:
- Hold or be qualified to hold a North Carolina Professional Educator's License for School Administrator-Principal;
- Experience as a Human Resources administrator in reviewing employee performance issues, employee disciplinary issues, and/or conducting investigations; OR
- Three years of experience as a school-based administrator.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Advises and collaborates with school-based administrators and others in supervisory roles to support and document employee efforts at improved performance. Advises administrators and employees of their rights and obligations in personnel matters and employee evaluations.
- Formulates and edits letters in conjunction with supervisors to address employee performance concerns.
- Serves as primary contact for school-based administrators and supervisors seeking to address performance concerns.
- Provides training regarding employee performance matters.
- Accesses and interprets information from the NCEES online portal.
- Maintains databases regarding performance concerns of certified and classified staff.
- Advises supervisors and employees regarding excessive absences and complex leave matters.
- As needed, assists with or consults regarding investigations of alleged employee misconduct and/or violations of Board policy.
- Interprets state and federal school and employment laws and Wake County Public Schools (WCPSS) policies and procedures. Consults with school system attorneys, as needed, regarding employee performance, leave, licensure, and conduct concerns.
- Complies with federal and state employment laws and regulations and adheres to WCPSS policies and procedures; stays abreast of changes regarding school law, employment law, and Board policies.
- Attends and participates in Human Resources staff meetings, professional development, WCPSS recruitment events, and other school system functions, as appropriate.
- Performs other related duties, as assigned.
