POSITION PURPOSE:

Ensures financial and project compliance for the Academics Advancement division within the Wake County Public School System (WCPSS). Knows, interprets and applies specific rules and regulations governing the processing of fiscal documents, maintenance of financial records, and preparation of fiscal reports. Analyzes expenditure data for accuracy and trends. Performs complex analysis and prepare specific reports for management. Provides leadership and supervision for building program accounting staff.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)-
  • Advanced knowledge of generally accepted accounting principles and knowledge of governmental accounting principles;
  • Advanced knowledge of federal, state and local budgeting and finance requirements;
  • Extensive contract and purchasing knowledge;
  • Extensive knowledge of personal computers and related software to include Microsoft Word, Excel, and Power Point; Oracle or other enterprise resource planning (ERP) system; Google Apps;
  • Ability to maintain a highly motivated staff by providing a healthy and safe work environment and by communicating with employees in an honest, fair, and timely manner using sound judgment;
  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure appropriate flow of information, collaborative efforts, and feedback;
  • Ability to establish and maintain effective working relationships with school officials, administrators, teachers, support staff, vendors, and federal and state contacts.


EDUCATION, TRAINING, AND EXPERIENCE
  • Bachelor's degree in Accounting, Business Administration or a related field; AND
  • Five years of accounting, budget, finance, or related experience; AND
  • Three years of supervisory experience.


An equivalent combination of relevant education, training, and experience which provides the knowledge, skills, and abilities necessary to successfully meet the essential duties of the position may be considered.

CERTIFICATION AND LICENSE REQUIREMENTS
  • Must hold and maintain a valid motor vehicle operator's license according to the State of NC requirements.


PREFERRED QUALIFICATIONS:
  • Fiscal compliance with contract administration experience;
  • Knowledge of public-school accounting procedures and systems.


ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Assists the Director of Finance with fiscal compliance and contract administration and financial reporting for fiscal grant compliance.
  2. Works with program staff to ensure an accurate, timely, and efficient process for state, local and federal division spending.
  3. Meets monthly with department leadership to report and discuss financial status and to provide input for planning based on identified trends and/or changes over time.
  4. Provides on-going training to program staff as it relates to contract and grant administration, budgeting, and reporting.
  5. Assists staff with the preparation of financial reports for internal and external agency reporting.
  6. Oversees and expedites the preparation and processing of contracts and financial transactions, including any required bids, in compliance with federal, state and local board policies.
  7. Monitors finance and budget deadlines, works with appropriate staff to prepare for deadlines and closes out the fiscal year and grant.
  8. Reviews payment request for fiscal compliance and analyzes expenditure data for accuracy and trends.
  9. Monitors division spending to budget and investigates variances and identifies and resolves compliance issues.
  10. Performs other related duties, as assigned.


WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, staff members of external funding agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work frequently requires driving automotive equipment.
