POSITION PURPOSE:
Directs the accounting functions of the school system including but not limited to accounts payable, cash requisitions and receipt, fixed assets, reconciling charter school requests and payments, general ledger and fixed assets. Responsible for ensuring accounting operations are in accordance with the policies established by the Board of Education, public school laws of North Carolina, all applicable federal, state, and local rules and regulations, and Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, external agencies, and the public. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work frequently requires driving automotive equipment.

- Extensive knowledge of generally accepted governmental accounting principles;
- Considerable knowledge of Microsoft Office specifically, Word, Excel, and PowerPoint; Google Apps;
- Considerable knowledge of database systems with the ability to analyze and organize data within large, complex databases;
- Ability to manage financial resources to achieve department goals;
- Ability to make independent judgements and to implement creative solutions to problems;
- Ability to lead and motivate staff;
- Ability to meet deadlines;
- Ability to assess program needs and develop and implement long-range plans to meet departmental and program goals;
- Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback; excellent public speaking and presentation skills;
- Ability to establish and maintain effective working relationships with school system staff, external funding agencies, and the community.
EDUCATION, TRAINING, AND EXPERIENCE
- Bachelor's degree in accounting or business administration; AND
- Five years of related experience; AND
- Demonstrated successful management or related supervisory experience; AND
- Demonstrated successful experience with budgets and fiscal administration; OR
- An equivalent combination of education and relevant experience sufficient to successfully perform the essential duties of the job.
CERTIFICATION AND LICENSE REQUIREMENTS
- Must hold and maintain a valid motor vehicle operator's license according to the State of NC requirements.
PREFERRED QUALIFICATIONS:
- Master's degree in accounting or related field;
- Certified Public Accountant (CPA), Certified Fraud Examiner (CFE), and/or Certified School Business Director;
- Experience with Oracle ERP.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Manages the operations of the accounting department, including but not limited to accounts payable, annual external audit and preparation of financial statements, cash requisitions and receipt, fixed assets, reconciling charter school requests and payments, general ledger and fixed assets.
- Supervises, evaluates, trains and developments the accounting teams.
- Responsible for the preparation of the Annual Comprehensive Financial Report (ACFR) and coordinates the external audit of the school system.
- Maintains knowledge of government accounting standards (GAAP and GASB), including new pronouncements.
- Prepares and reviews various financial reports as required by local, state, and federal regulations and provides financial reports for the board of education, as appropriate.
- Oversees banking for all sources of funds and maintains security of online banking in accordance with the Office of the State Controller approved district Cash Management Plan (CMP).
- Ensures on time submission of monthly financial and payroll transmittal files to NC Department of Public Instruction
in accordance with the Uniform Education Reporting System and reporting to the State Board of Education.
- Coordinates year end closing in accounting, including collaboration with all areas of finance.
- Provides technical assistance on appropriate financial procedures for processing transactions, in accordance with governmental accounting practices, federal, state and local laws, and the state chart of accounts.
- Provides support to the finance division in systems development and implementation in the upgrade, enhancement, or testing process for accounting and financial reporting systems used by the school system.
- Coordinates and updates the publication of financial procedures related to policies and practices governing the accounting of funds.
- Serves as Finance Officer designee.
- Performs other related duties, as assigned.
