POSITION PURPOSE:
Performs a variety of supervisory and administrative tasks in the guidance and monitoring of special education programs serving students participating in the general curriculum in the areas of: implementation of evidence based instructional practices; monitoring and evaluation of instructional practices; program development and supports; and collaboration with the Wake County Public School System's (WCPSS) Academics Teams. Supports the goals and mission of the department and district through direct and indirect supervision of special education services staff within the Instructional Programming teams.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff and staff members of external funding agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work frequently requires driving automotive equipment. Travel is required to schools, central services offices, and other locations frequently within and occasionally outside of Wake County.

- Comprehensive knowledge of local, state, and federal policies and procedures applicable to special education and related services;
- Comprehensive knowledge of Wake County Board of Education policies, procedures, and standards regarding education;
- Comprehensive knowledge of evidence based instructional practices designed to impact student outcomes;
- Considerable knowledge of the current literature, trends, methods, and developments in the area of special education and related services;
- Considerable knowledge of Microsoft Office specifically, Word, Excel, and PowerPoint; Google Apps;
- Effective time management skills;
- Critical thinking and problem-solving skills;
- Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
- Ability to multitask and prioritize as needs change;
- Ability to lead and motivate a diverse staff across multiple levels;
- Ability to work in a team environment;
- Ability to pay strong attention to detail and a fundamental concern for accuracy of information;
- Ability to establish and maintain effective working relationships with school system staff, staff members of external agencies, vendors, and the public.
EDUCATION, TRAINING, AND EXPERIENCE
- Master's degree in Curriculum and Instruction, Educational Administration or directly related field from a regionally accredited university;
- Five years of successful K-12 teaching experience;
- Three years of successful administrative experience;
- Leadership experience in assessing student needs; planning and implementing programs to fidelity; evaluating program effectiveness; and designing and conducting professional staff development.
CERTIFICATION AND LICENSE REQUIREMENTS
- Hold or be eligible for North Carolina Professional Educator's License for School Administrator-Principal, Curriculum and Instruction Specialist or Exceptional Children Program Administrator;
- Must hold and maintain a valid motor vehicle operator's license according to the State of North Carolina requirements.
PREFERRED QUALIFICATIONS:
- Demonstrated successful administrative experience at the school or central services level.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Provides leadership to K-12 school and central services administrative and instructional staff through the oversight of special education programs and services for students participating in the general curriculum.
- Provides oversight for special initiatives in SES, as aligned with the district strategic plan.
- Serves as a member of the SES Leadership and Instructional Program Support Teams by engaging in shared decision-making regarding the delivery of SES.
- Coordinates and facilitates meetings with school-based and district staff in collaboration with other SES Teams.
- Collaborates with SES Teams in the development of a comprehensive plan to meet the professional learning needs of school-based and district staff.
- Provides vision and oversight of the development and deployment of the Instructional Program Support Team's work plans and special initiatives.
- Provides vision and oversight of the development and deployment of the Instructional Program Support Teams' budgets including the negotiation and preparation of contractual services, when required.
- Represents SES by serving on district and state committees and/or task forces promoting improvement of SES and student outcomes.
- Keeps abreast of current trends in the field of special education and attends conferences/professional learning opportunities, as appropriate.
- Performs other related duties, as assigned.
