POSITION PURPOSE:

Leads the Technology Services Division's Digital Resources team in Wake County Public School System (WCPSS) driving the implementation and management of digital tools and technologies that empower staff and students to achieve success. Oversees district family engagement and mass communication platforms, district Learning Management System, application provisioning, and various student and staff resources. Evaluates new digital tools to ensure they meet safety, security, and compliance standards, aligning with WCPSS policies and strategic goals. Builds and sustains vendor relationships, ensures the seamless delivery of effective technology solutions and develops end user and technical documentation Plays a pivotal role in advancing the district's digital infrastructure, providing equitable access to resources that foster educational excellence.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
  • Extensive knowledge of information technology and applications, especially those used in a K-12 environment; Considerable knowledge of Microsoft Office, specifically Word, Excel, PowerPoint, Project, SharePoint, OneNote; Office 365, Google Apps; Windows;
  • Proven ability to provision and manage digital resource access and roles management;
  • Proven ability to communicate and visualize technical concepts to non-technical audience to enhance understanding;
  • Ability to create custom technical user documentation;
  • Proven ability to collaborate and build relationships with individuals at all levels (as well as external vendors and service providers);
  • Ability to manage electronic messaging and learning management systems for large populations;
  • Proven experience managing Internet/intranet content and social platforms presence;
  • Ability to demonstrate success engaging, leading, and supporting various stakeholders at all levels of the enterprise; Ability to demonstrate experience managing enterprise and school level projects, initiatives, and change;
  • Ability to make independent judgments and to implement creative solutions to problems with minimal supervisory oversight;
  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
  • Ability to establish and maintain effective working relationships with school system staff, external agencies, attorneys, parents, and the public.


EDUCATION, TRAINING, AND EXPERIENCE
  • Bachelor's degree from a regionally accredited college or university in computer science, engineering, business, math, or related field;
  • Four years of demonstrated management experience;
  • Demonstrated leadership experience.


An equivalent combination of relevant education, training, and experience which provides the knowledge, skills, and abilities necessary to successfully meet the essential duties may be considered.

CERTIFICATION AND LICENSE REQUIREMENTS
  • Must hold and maintain a valid vehicle operator's license according to the state of NC requirements and comply with WCPSS hiring requirements.


PREFERRED QUALIFICATIONS:
  • Experience supporting K-12 learning and teaching.


ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Leads the Technology Services Division's Digital Resources Office and supervises the team.
  2. Stays up to date on current trends in technical communications management.
  3. Continuously improves processes and procedures of the Digital Resources Office.
  4. Assesses/approves/rejects digital resources based on industry and District safety standards.
  5. Manages Internet/intranet content and approves messages in social platforms.
  6. Oversees tier 1 support for M365, Google and mobile device platforms.
  7. Oversees all technical support for the district Learning Management System.
  8. Oversees all technical support and management of the district family engagement platforms.
  9. Oversees technical support and management for customer facing part of the district single sign on portal.
  10. Facilitates the relationship between the Digital Resources team and other WCPSS departments to ensure digital tool use is aligned.
  11. Facilitates the relationship between the Technology Services Division and subject matter experts to ensure digital resources are managed efficiently and effectively, are aligned with the district's strategic plan, are aligned with goals in the Academics department, and are completed with the highest quality.
  12. Collaboratively builds and maintains an inventory of software applications, and their applicable use within the WCPSS.
  13. Creates and implements digital resource strategies and plans that maximize employee/student adoption, usage and minimizes resistance.
  14. Performs other related duties, as assigned.


WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

This job operates in a professional office environment with occasional visits to server rooms and various school sites within Wake County. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, external agencies, vendors, and contractors. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work requires driving automotive equipment.
