POSITION PURPOSE:

Serves as a Safety Administrator for Wake County Public School System (WCPSS). Ensures achievement in safety, injury, and loss prevention performance goals and establishing sound work practices at schools and departmental worksites. Assists the Senior Administrator to support the safety program that it is consistent with all applicable State and Federal laws related to workplace and the school environment safety within WCPSS. Ensures the delivery of proactive, in lieu of reactive, safety protection services specifically aimed at reducing the District's risk. Assists in the implementation of all corrective action plans relative to fire and life and occupational health and safety issues.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS, AND ABILITIES(KSAs)
  • Considerable knowledge of Microsoft Office, specifically, Microsoft Word, Excel, and Power Point; Google Apps;
  • Considerable knowledge of OSHA laws, regulations, principles theories, and practices;
  • Ability to understand and explain laws, regulations, and procedures;
  • Working knowledge of basic fire protection and suppression equipment;
  • Strong interpersonal and communication skills with the ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
  • Ability to work in a team environment and independently when required; interact with all levels of staff and management with diplomacy and tact;
  • Ability to provide and deliver effective training, presentations, and communication to a variety of audiences;
  • Ability to have sensitivity to legal responsibilities regarding potential health hazards and matters of a sensitive or confidential nature;
  • Ability to identify potential workplace hazards and recommend solutions;
  • Ability to prioritize and perform a number of ongoing projects in a multi-disciplinary cross departmental environment;
  • Ability to conduct investigations; document information and prepare accurate and concise written reports; develop and maintain recordkeeping systems and procedures;
  • Ability to multitask and adapt to changing demands and priorities;
  • Ability to conduct problem analyses and make recommendations;
  • Ability to establish and maintain effective working relationships with school system staff, vendors, contractors, external agencies, and the community.

EDUCATION, TRAINING, AND EXPERIENCE
  • Associate's degree in fire science, occupational safety and health, or related field; AND
  • Three years' experience in fire and life safety or occupational health and safety; OR
  • Other combinations of education, experience, and training which provide the knowledge, skills, and abilities necessary to perform effectively in the position.


CERTIFICATION AND LICENSE REQUIREMENTS
  • Ability to obtain OSHA General Industry Regulation training (10-hour or 30-hour course); Fire and Life Safety, Occupational Safety and Health, Accident Investigation training;
  • Must hold and maintain a valid motor vehicle operator's license according to the State of NC requirements.


PREFERRED QUALIFICATIONS:
  • Completion of OSHA General Industry 10-hour or 30-hour course;
  • Certified Playground Safety Inspector (CPSI) certification;
  • Three to five years of experience in Risk Management and Insurance, Safety Management, Safety Engineering, Fire and Life Safety, Occupational Health and Safety, or related field.


ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Conducts inspections of sites and informs management of areas of noncompliance with state and federal laws governing fire and life and occupational health safety.
  2. Reviews and evaluates schools and departmental work sites and implements programs and procedures to control and/or eliminate workplace hazards.
  3. Assists with the administration of existing fire and life and occupational health and safety-related programs and initiatives including accident reduction program and accident investigations to reduce injuries and lower district related costs.
  4. Serves as a member of Safety and Health Leadership Team (Steering Committee), assist with meetings, and responds to employee concerns/requests by implementation of system-wide school safety, injury, and loss prevention programs in accordance with Board Policies 1510/4200/7270 (School Safety) and 4201/7271 (Injury/Loss Prevention).
  5. Investigates safety related issues including science laboratory inspections, school kitchen issues, and issues related to fire and life and occupational health and safety preparedness issues.
  6. Assists with planning and implementation of training for designated employees on required safety education topics.
  7. Assists Senior Administrator with the claims process for the district's property & liability insurance funds; conducts investigations, data collection, incident reporting, and assists Senior Administrators implementation of corrective action/loss restoration plans for post loss activities.
  8. Assists with investigating accidents/incidents (including near misses) and ensures the implementation of appropriate corrective action plans for students and staff loss activities.
  9. Reviews maintenance work orders arising from inspection violations and ensures completion within required correction dates.
  10. Coordinates with Wake County's Emergency Management, Fire Service Departments, and insurance companies to ensure all owned and leased facilities are inspected and comply with North Carolina Fire Code (NCFC) and National Fire Protection Association (NFPA) fire codes.
  11. Assists Senior Administrator in the administration of employee safety-related programs and initiatives, including accident reduction program and accident investigations to reduce employee injuries and lower workers compensation cost.
  12. Assists with training for designated employees on required OSHA related topics and safety education topics.
  13. Assists Senior Administrators with North Carolina Department of Labor inquiries to ensure compliance with employee safety, complaints, and inspections.
  14. Perform other related duties, as assigned.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

This position is required to enter some potentially dangerous work areas to conduct assessments or quality assurance tasks. The work is primarily field based. It requires the ability to navigate between numerous facilities in a prioritized fashion, access building that may contain construction, demolition or remediation related hazards. It requires the ability to communicate effectively using speech, vision, and hearing. The work requires the use of hands for simple grasping and fine manipulations The work at times requires bending, squatting, reaching, with the ability to lift, carry, push or pull weights consistently up to 30 pounds. The work seldom involves the handling/work with biohazards or risks for potential injury. The work requires activities involving driving automotive equipment. Due to the amount of time spent standing and/or walking, physical requirements are consistent with those for medium work. Must be able to work in the field or office environment and come into direct contact with district's school and central services staff, staff members of external resource agencies, and the Wake County community.
